Under Dressed Or Over?

Scarlett can be seen as either under dressed in this photo or possibly over dressed. Given that she’s in a bra and jacket is a tad bit confusing as to what she’s trying to portray but whatever the case may be, we’re just happy that she’s willing to share any portion of her ‘undress’ with us.
