Living in Hong Kong, Gary knew the amount of illegal fishing that was going on despite the laws in place that rendered some of it partially banned. And since Hong Kong has one of the biggest trade industries, shipments, cargo and the like would come in and out of their ports, every single day. When the Sea Shepherd was tipped off about certain illegal items being transported, Gary decided to investigate for himself.
