Cold cases are often reopened in the hopes that the new developments would lead investigators somewhere. This was exactly what happened. Forty years after Sullivan was murdered, DNA evidence led cops to a man named Emmanuel Miller. He was a known criminal and his records were all over the national database. Unfortunately, it was too little too late for the police. Miller had died when they found out he was the murderer.

In June 1994, James Fountain of Buffalo called the police to report a cadaver he had found stuffed in the side table he placed in his garage. Upon further investigation, police discovered the mutilated remains of 29-year old Epps. They also saw that she had sex before she was murdered. And in an effort to dispose of her remains, the killer attempted to decapitate her. Fountain, on the other hand, cooperated with the cops and said that he had no idea how the body got there.
