Why Was Payne So Insistent?
Supposedly there was a written report that The Salt Lake Tribune was able to acquire where Detective Payne explains his actions. He claims that he was so insistent about the blood draw because ‘he needed the blood sample to determine whether the patient had illicit substances in his system at the time of the crash.’ The strange thing was, Idaho Reserve Officer Gray was not even supposed to be a suspect in the case since he was the driver of the other car they were chasing. Gray was sadly a casualty in the unfortunate circumstances.
