CHANGES IN PLACE
The ministry finally spoke to the local government and urged the authorities to build shelters instead. Killing them wasn’t euthanasia. It was plain and simple cruelty. Luckily, these authorities did listen and things have slowly gotten better. The change may not have been as drastic, but the baby steps were a positive sign that the situation is slowly edging its way toward improvement.
