In 1960, Victor Feguer, originally from Michigan, was a drifter who ended up in Dubuque, Iowa. While he was there, he called a doctor under the pretense that he knew a lady who required some medicine. But when Dr. Bartels arrived, Feguer supposedly abducted and killed him via gunshot, stealing his car after and attempting to sell it. When he was caught, he claimed his innocence, saying that it was a drug addict whom he met along the way that had done it. He was eventually tried and convicted, sentenced to die via hanging.
