The U.S. has a very clear policy of not negotiating with terrorists, but this rule was broken in the mid 80’s when President Ronald Reagan’s White House cabinets approved a trade with Israel to free U.S. hostages. What did the terrorists want in exchange? Weapons.
When some of the information from the Iran-Contra Affair began to leak to the public, the conspiracy theory began to gain steam. In 1987, Congress finally admitted that it had, indeed, negotiated with terrorists.
