Background Investigation

The police decided to do a background investigation on the alleged kidnappers. Arthur Seale was a former police officer who also worked for Exxon. He was in charge of supervising the guards that were supplied by a contractor. There had been no personal animosity between the perpetrator and the victim, but cops assumed that they had actually known each other by sight.
