16. Ante Pavelic (Croatia)
Pavelic was a military fascist leader who was known for carrying out genocidal policies against the minorities, including Jews, Serbs, and Romani. It was estimated that Pavelic’s campaign against the minorities claimed the lives of 700,000 to 1 million people just in one concentration camp. His murderous acts placed him right up there with the likes of Adolf Hitler. He died in 1959 from wounds he sustained from an assassination attempt.
17. Robert Mugabe
President Robert Mugabe became the first leader of Zimbabwe since it became independent in 1980. But his rise to power is said to have been the result of electoral fraud. He rules Zimbabwe to this day and he rules with iron hands.
