24. Koki Hirota

Koki Hirota was Japan’s 32nd Prime Minister who held his office for only about a year from 1936 to 1937. He was notorious during the war for violating international laws for which he was charged and executed. He was also charged of waging unprovoked war against China which claimed the lives of hundreds of thousands of civilians.

25. Omar al-Bashir

Al-Bashir is the incumbent president of Sudan, a position he held since 1989. He was responsible for the end of the Sudanese Civil War by giving in to the demands of the Sudan People’s Liberation Army. Although the agreement ended the years-long civil war, it led to other armed conflicts and hardships in Darfur which cost the lives of about 400,000 people.
