8. Mengistu Haile Mariam

Mengistu Haile Mariam was president of Ethiopia from 1987 to 1991. He was a bold leader who helped overthrow the monarchy and attempted to institute communism in Ethiopia. He effectively crushed the opposition and declared total war against the revolution and the Ethiopian People’s Revolutionary Party. To show his conviction, he smashed three bottles filled with blood at an introductory speech he gave. His initiatives saw the blood of thousands of those who resisted on the streets. He even taxed the families requesting for the bodies of their loved ones. About 1.5 million people lost their lives during his presidency.

9. Kim Il Sung

Kim Il Sung was North Korea’s president from 1972 until his death in 1994. He led his country with brutal force and aggression, and had no qualms of deceiving his fellow countrymen that the cause of their suffering was the United States. He claimed that the U.S. had spread a disease throughout the countryside, killing more than a million people. The deaths were actually his own doing. Most of the people in North Korea lived in poverty, and they still do up to this day. Kim died in 1994 and was succeeded by his son, Kim Jong-Il.
