The IAEA, or otherwise known as the International Atomic Energy Agency, is part of the United Nations organization also known as the “Atoms for Peace.” It was put in place precisely to ‘promote the safe, secure and peaceful use of nuclear technologies,’ as it says on its website. And although North Korea originally conceded to the NPT in 1985, it never truly adhered to it and ended up withdrawing in 2003 under the command of Kim Jong-il.

Hans Blix, who was the Director General of the IAEA in 1985, requested for ‘special inspection’ into their nuclear energy programs. North Korea denied their request, causing him to report them to the United Nations. North Korea eventually withdrew from the NPT in 1993, but it was reported that the withdrawal never took place. Still, this didn’t stop North Korea from growing its nuclear weapon programs.
