Everyone’s A Suspect
When the video came out with an unidentifiable individual, Chief Dugan had said, “Everybody, at this point, is a suspect.” And as if the town of Seminole Heights wasn’t bothered enough by the horrifying events, he goes on to say, “This pains me to tell you that if you’re out there walking alone that you’re either a suspect or a potential victim.”
