Her father, Karl Parker, refused to allow Mandy Delcamp Kegler, the child’s legal guardian, to proceed with funeral arrangements despite Kegler being granted full custody of Arabella by a court. A hearing was scheduled, delaying the funeral plans. A new hearing must be held to appoint an administrator to Arabella’s estate, according to law. The mother Samantha does not have the right to be appointed administrator due to her indictment for homicide. The judge will have to decide if Karl Parker, who is imprisoned, can serve as an administrator. “ It is sickening that he can’t agree and let his daughter be at rest,” Kegler said of Karl Parker. The other relatives also were furious at Karl Parker.
