It was the responsibility of the Northumberland County Children and Youth Services in Sunbury, Pennsylvania, to look into the care of Arabella. But there are laws in place to prevent information about child welfare cases being shared, that is why it is not clear why the agency did not act right away. Arabella’s grandmother Bonnie Kahley tried to get custody of the child a month before she was killed. It was just a move for partial custody, but she was denied it because she was 27 minutes late for the hearing. The grandmother claims the only reason she was late was due to a confusion about the date of the hearing. A caseworker involved in Arabella’s case told the court they didn’t see any issue with the toddler remaining with her mom. Sadly, a decision which could have altered the fate of the adorable child.
