Officer Shaver started to become suspicious of the case. The drugs did not seem to belong to Kelli based on the fact that when she was apprehended she wasn’t under the influence of anything. Also, the bag was openly displayed behind the driver’s seat, which was unheard of in drug cases. Police searched Kelli Peters’ home and ran DNA tests on her entire family. Tests showed no evidence of their family’s DNA on the drugs recovered in Kelli’s car, corroborating Shaver’s suspicion.

It became clear that Kelli Peters was a victim of drug planting and she was not charged with drug possession. Another investigation into the incident was immediately opened. Police were able to trace the call made to the Irvine Police Department on February 16 to a hotel in Newport Beach, California. Hotel surveillance video on that date showed Kent Easter walking into the hotel around the time the call was made.
