In 1982, his plans began to materialize as he placed plumbing for a sink and toilet, electrical pipes and working electricity, and rooms to house a few people. It was said that the corridors were impossibly narrow, and the ceilings were less than 6 feet high.

By the time that Josef was done with his original underground plans, he made enough space for Elizabeth to survive. Each room could be locked, and all rooms only reachable by passing through a 3-foot square steel door. This door was built into a left corner of one of the walls, which was further hidden by shelves. Once everything was to Josef’s liking, he knew that all he needed to do was to get Liesl down there to fulfill his demonic plan.
