20. Yakubu Gowon

Yakubu Gowon was the head of state of Nigeria from 1966 to 1975, at a time when oil was discovered in the Niger delta. The place was also being claimed by Ojukwu of eastern Nigeria when civil war broke out and divided the country. Although agreements were made between the two leaders, war still ensued which caused the deaths of more than 1 million civilians. He was exiled into the UK and remains there to this day.
