The Officials Arrive
The Deputy Chairman of the Council of Ministers of the USSR, Boris Shcherbina, arrived at Chernobyl to assess the situation. He, and many other officials that arrived within the day, believed that the accident was a minor one, but they would soon find out the awful truth.
